Key purpose

Serco operates in five major geographies: UK, Europe, Americas, Middle East, and Asia Pacific) and a global BPO services business (Serco Global Services – SGS).

Serco was established in the Middle East in 1947. The business has matured rapidly in recent times, growing from £46.3mn in 2008 to £140mn in 2010 to £300mn in 2014. Its portfolio includes Light Rail, Air Traffic Control, Integrated Facilities Management and Technology, with Healthcare and Vocational Training as key emerging sectors. Serco runs the iconic world class Dubai Metro and is also responsible for most of the Air Traffic control business across the Middle East, including Dubai Airport. Zayed University and Cleveland Clinic Abu Dhabi are key Facilities Management contracts.

The Middle East business has historically been UAE-focused, with more recent growth in Bahrain, Iraq, Qatar and The Kingdom Of Saudi Arabia. In line with the wider group strategy, the CEO Middle East role is critical to growth within existing and new geographies and sectors.

The Transport sector in the Middle East is primarily focussed on Rail services, with contracts in UAE, Qatar and Saudi. The flagship contract of the Dubai Metro has since been supplemented with contracts for Palm Jumeirah Monorail, Dubai Tram, the Automated People Mover at Dubai Terminal 3. The sector is also supporting the QRail project in Qatar and has recently won a significant contract in the Kingdom of Saudi Arabia, where Serco expects to grow the Rail business in the near future.

The purpose of the job is to develop strategy to provide commercial expertise, advice and clarify on all aspects of the concession agreement.

Reason for role

The Serco Middle East business is seen as a growth engine for Serco Group. The Middle East strategy and organisational structure is aligned to a number of the five pillars established through the strategic review as core foundations for the growth of Serco, Transport is one of the five pillars.

In order for the Middle East to delivery it’s growth targets, the Transport sector, which is primarily focussed on rail services is being targeted as a key contributor to future success.

Serco is looking to expand the Rail sector and is actively participating in the opportunities for two large new Light Rail systems being implemented in the region.

Structure and reporting relationship

This role reports directly into the Finance Director.

Key Job Responsibilities

Take responsibility for day to day commercial aspects of the concession agreement;

Work closely with the client to ensure all contractual issues are fully documented and issued through the relevant system;

Work with all members of the Serco Metro management team and identify areas of concern and resolve all issues;

Take full responsibility for the administration of the contract including preparing Initial Variation Agreements, Project works, Compensation Events and Claims;

Work with the mangers to develop their commercial understanding and abilities including hosting workshops and education sessions;

Be able to identify out of scope work and advise on the process to recover from the client, including giving advice on the schedule it needs to be claimed under;

Perform and carry out other duties as instructed / directed by the Finance Director.

HSQE Responsibilities and Information Security Responsibilities

To be aware of, and play an active role in the development of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements, to implement these within their area of responsibility;

Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;

To exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions;

To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems

Promote a good HSQE and Information Security culture within their departments and among their peers, subcontractors and third parties;

Lead by example and actively encourage their departments to look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;

Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;

Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;

Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve.

Essential qualifications

Ideally a degree holder in a related discipline;

Experience

A minimum 8 years manager experience with a proven track record within the rail industry.

Proven track record in contract administration
