Job Description (Roles and Responsibilities)
The British Embassy, Riyadh has a vacancy for a Bilateral Prosperity Officer, Grade C4 (L).
The job sits within the Gulf-wide Prosperity network, which is central to the delivery of the cross-Whitehall Gulf Strategy. The post holder coordinates HMG’s engagement with Saudi Arabia on Prosperity policy issues: economics, energy, trade policy, structural reform, labour, and market access. The post holder works closely with other Chancery officers, UKTI, the S&I Network and the British Council.
Duties and Responsibilities:
Deliver in-country the Prosperity components of the UK government’s Gulf Strategy.
Lead on translating the Saudi Arabian ‘Vision 2030’ programme and National Transformation Plan into UK policy engagement, with a view to political and commercial opportunities.
Conduct political engagement on specific very large and politically significant commercial events, such as the privatisation initial public offering of the Saudi National Oil company.
Engage and analyse/report on developments in economic and Prosperity policy, including to support OGD engagement in-country;
Horizon scanning and matching UK sectoral expertise to growth sectors in Saudi Arabia to pre-position UK;
Conduct political engagement to tackle market barriers;
Promote HMG experience, and that of UK professional institutes, frameworks and standards, e.g. construction, Health & Safety, transparency;
Promote UK strengths such as Islamic Finance, PPP, Cyber, Fin Tech, Green Tech, fostering SMEs etc.
Advocate and engage on regulatory reform.
Bid for and manage bilateral Prosperity-related projects under the XWH Integrated Activity Fund and others.
Lead on national engagement and implementation of regional Prosperity-related projects.
Inform and steer Prosperity-related communications at post.
Resource management (10%)
Management of B3(L) liaison officer.
Management of Prosperity funds between £50k and £300k.

Essential qualifications and experience
Excellent communication skills (both written and oral) in English.
Excellent IT skills and advanced MS Office user.
Ability to work with a team and under pressure.
Desirable qualifications and experience
Experience of working with UK government and companies.
Experience of working with the government of Saudi Arabia.
Basic understanding of economics.
Written and Spoken knowledge of Arabic language.
